The IHPA supports countries and partners to improve health and wellbeing equally abiding by and implementing the European health policy framework “Health 2020 (http://www.euro.who.int/en/health-topics/health-policy/health-2020-the-european-policy-for-health-and-well-being), the United Nations Framework on Sustainable Development Goals 2030 and the European definition of Public Health and its scope, boundaries, 10 Essential Public Health Operations (EHPOs) and services at all levels of society.

In doing so, the IHPA provides the following services:
a. Health needs assessment;
b. Health policy and strategies development including on Social determinants of healths´ achievement;
c. Projects development, implementation, monitoring and evaluation; Evaluation of health policies and system strategies implementation
d. Support and guidance to national and sub-national authorities in implementing strategic system reforms;
e. Matching countries needs to potential funding agencies, charities and bilateral donors;
f. Partnerships´ development at various levels;
g. Health and Public Health Legislation development (generic and specific for Environmental Health, Occupational Health, Food Safety and Nutrition, Non-communicable diseases, Mental Health, Mother and Child Health, etc.);
h. Support to implementing health promoting activities and initiatives at community level by the health promoting settings approach (Healthy Cities, Health Promoting Schools, Health Promoting Enterprises, Health Promoting Regions, Health Promoting Hospitals, etc.
i. Building up strategic partnerships and networks.
